Federal Register Determination for Vanguard LED Displays

On April 19, 2018, U.S. Customs and Border Protection (CBP) issued final determination HQ H292849 concerning the country of origin of Vanguard LED Displays, Inc.’s Axion series LED video display cabinets for U.S. government procurement purposes.

Published in the Federal Register on April 26, 2018, the determination concluded that Taiwan is the country of origin of the specified Axion series LED video display cabinets.

Products Covered by the Determination

The determination applies to the following Axion series models:

P1, P1.2, P1.3, P1.4, P1.5, P1.6, P1.8, P2, and P2.5.

Trade Agreements Act and Country of Origin

CBP evaluated the manufacturing and assembly processes under the government procurement provisions of the Trade Agreements Act of 1979 (TAA).

Although the cabinets were assembled and tested in Lakeland, Florida, CBP determined that the assembly process did not substantially transform the imported components into products of the United States.

Because nearly all components originated in Taiwan, including the principal LED components, CBP determined Taiwan to be the country of origin for the specified products.
