the issues related to the proposed action
that may have a significant effect on the
project environment. The scoping
process begins with publication of this
notice and ends after the U.S. Coast
Guard has:
Invited the participation of Federal,
State, and local agencies, any affected
Indian tribe, and other interested
persons;
